Since 1946, Europe has been divided by the "Iron Curtain" into two distinct regions: Eastern Burope and Western Europe. Most of the countries east of the Iron Curtain have communist gov-ernments. Many are associated with the Warsaw Pact on Friendship, Cooperation and Mutual Assistance (Warsaw Pact) formed in 1955 and with the Council for Mutual Economic Assistance (COMECON) formed in 1949.
The Warsaw Pact is a military alliance which requires members to assist in each other's de-fense. It has a unified army composed of troops from Bulgaria,

Hungary, Poland, Romania and the Soviet Union. COMECON, with the same member states, is concerned with economic and cultural affairs. Both organizations are dominated by the

The states of Western Europe are also organized into regional alliances. In Western Europe, however, no one country can impose its will on group decisions like the Soviet Union can in Eastern Europe. Each country in Western Europe has a democratic-type government. Each functions economically under what are essentially capitalist procedures.
The military interests of the West European states are represented by the North Atlantic Treaty Organization (NATO). It was formed in 1949 for the common defense of the member nations against possible threats from Eastern Europe.
NATO is governed by the North Atlantic Council which requires the consent of all members before any military action can be taken. This means that before a country's armed forces can be put under NATO command, that member must be consulted and approve. Once consent is given the NATO command is in charge. This is in contrast to Warsaw Pact members who pass control of their armed forces over to Soviet military command automatically in the event of armed conflict.
NATO is made up of 15 states. Two--Canada and the United States--are in North America.
One-Turkey-is in Asia. The rest are in Europe. They are: Belgium, Denmark, West Germany, Greece, Iceland, Italy, Luxembourg, Netherlands, Norway, Portugal, Spain and the United Kingdom.
Since 1967 France has limited its participation in NATO and is not counted as a member state.

The European Communities (EC) is a combination of three organizations of importance--the European Coal and Steel Community, the European Economic Community (Common Market), and the European Atomic Energy community. Founded in 1967, the EC includes West Germany, France, Belgium, Greece, Italy, the United Kingdom, Denmark, Luxembourg, the Netherlands, Ireland, Spain and Portugal. The EC continues the work started in the area of economic cooperation by the three organizations combined in it. The European Coal and Steel Community was able to lift restrictions and other obstacles in the way of the flow of coal, iron ore and steel among member nations.
The Common Market went beyond the subjects of coal and steel trade and production to include all kinds of economic activities. The Common Market was responsible for the elimination of taxes and quotas on goods sold from one member state to another and for promoting travel among member states without passports. The European Atomic Energy Commission was created to manage the use of atomic energy in Europe.
Administration of the EC is handled by a Council of Ministers, legislation by an assembly and legal matters by a Court of Justice. As in NATO, the EC governing body rules primarily by consensus,
in that each member has a veto over actions which directly affect its national
interests. However, once an action is decided upon the member countries must abide by the decision.
In some situations this regional alliance takes precedent over the laws of individual
nations. Some observers feel that the EC is an important step in the creation of a United States of Europe.
