1) Your solution will likely be so perfect that you will not need to look around at ideas others have for solving the problem.
2) For a state-level problem and proposed solution, you will most likely need to perform thorough current, credible research about the depth and scope of the problem and about the solutions that have been tried or are being proposed.
3) You will likely know enough about the problem and about how to enact a solution that you can write the essay from the knowledge you have in your brain without seeking additional knowledge.
4) Most likely, all of your readers will think the problem needs to be fixed, so you will not need to state or prove that.
