According to LBJ's Presidential Library, " The act, which is the major law that governs federal student aid, was intended "to strengthen the educational resources of our colleges and universities and to provide financial assistance for students in higher education." In 2023/24, President Biden announced he would use the Higher Education Act to relieve $9 billion in student loan debt in 2023 and other proposed amounts ($5 bio.) in 2024.
