A coalition of caregivers and students approaches the city council and asks the council members to support the establishment of a community theater program.

The group proposes that the city council pay half of the start-up costs for the community theater and submit a grant to the National Arts Council for the rest of the funds. The group also wants the council to hire an arts director for the community.
