The Prisoner Litigation Reform Act of 1996 (PLRA) was a major federal law that attempted to curb the increasingly high volume of prisoner lawsuits in the United States. In jurisdictions with large prison facilities the level of litigation from prisoners was very significant. Prior to PLRA prisoners were exempted from filing fees, however, the legislation modified that practice. While widely supported and later upheld as not in violation of the U.S. Constitution PLRA was, nonetheless, a controversial act. Do some research the PLRA. What was the purpose of PLRA and why was it enacted?
