The city's aquarium has a group of seals as its new attraction. To do this, they have designed a new cylinder-shaped pool with a diameter of 12 feet and a height of 4 feet. The pool fills with water up to 3.5 feet high. A seal in the pool displaces about 18 gallons of water (1) cubic foot equals 7.48 gallons). The aquarium manager needs to know the maximum number of seals that can be in the pool before the water overflows and floods the surrounding area
