Answer:
Child labor could be good for the economy but bad for the society. By passing the bill, I would end up keeping uneducated children who turn into only uneducated adults. Those adults would be incredibly poor and have poor kids. As a result, they send their kids to the factory where the cycle repeats. This repetition would help industrialization to flourish but keep the education level of the country low.
