The Commissioner of Correctional Services has just heard from his director of labour relations that 27 of the 241 correctional officials at Roodewal Correctional Centre have been on strike since early morning. These officials have not discussed any grievances with the head of the centre, neither have they given notice of their intention to strike. Early this morning, when they had to report for duty, they simply announced that they were on strike. They are striking because they have heard that the head of the correctional centre intends to do away with the bus service between the centre and the town where they live, about 30 kilometres away, because there are no longer sufficient funds to finance the bus service.

However, the true situation is as follows: Four months ago, the head of the correctional centre realised that the budget did not provide enough funds to finance a bus service until the end of the financial year. He urgently requested additional funds from head office. lf no additional funds could be made available, the service would have to be suspended for the last two months of the financial year. ln the meantime, he discussed the situation with the 76 officials who would have been affected if the service were interrupted and requested them to find alternative solutions. They decided unanimously that they would pay the required amount themselves, if necessary, to ensure a continued bus service.
Everybody continued using the service, including the 27 strikers, but they refused to make the payments as had been agreed. After the director of labour relations had discussed the matter with the financial manager, the money was made available to the head of the correctional centre. However, the strikers now refuse to talk to the head of the centre and demand that the Commissioner immediately come to Roodewal to address them in person.
