Is the following example discrimination, harassment, or neither? Joe, the manager of a marketing company, has hired Egbert to join his regional sales force. Egbert is European, and he really knows how to charm clients, especially women. He's equally charming to the female secretaries; calls them pet names, stands very close to them and stares into their eyes when he talks to them. Sometimes he touches their hands or arms or pats their shoulders, but it's just his way. Not all of the women seem to like it but no one has complained, so Joe figures it's none of his business; it's between Egbert and the secretaries.
