Initially ("step 1"), both spheres have the same charge: Q1 = Q2 = +12 nC. The spheres are then connected by a long conducting wire ("step 2"), and then the wire is removed ("step 3"). No charge transfer happens while the wire is removed. The spheres at all times are at a large distance from each other. What is the charge on sphere 1 and on sphere 2 after removing the wire? Assume that no charge stays on the wire.
