The major responsibility of the House of Representatives and the Senate are to write laws for the United States of America. However, there are also other duties that Congress controls. A major function of Congress is to disperse and determine the federal budget of the U.S. Government. Each year Congress' passes a budget to fund the federal government through the fiscal year. Congress is also granted the power to declare war by the U.S. Constitution, but an official declaration of war has not happened for decades. Also Congress is responsible if it were deemed appropriate to impeach and hold a trial for a sitting U.S. President. 
House chooses president if no majority electoral vote, brings impeachment charges, and all bills for raising revenue originate in the house of reps. The senate choose the VP if no majority in electoral vote, sits as jury in impeachment, ratifies treaties with foreign nations by two thirds vote, and approves presidential appointments
