The equator does. There, the noontime sun is never more than 23.5 degrees
from directly overhead, and the rising/setting sun is never more than 23.5 degrees
from due east/west.
So this is the place where the path of the sun across the sky changes the
least during the year, and therefore the place where the lengths of day and
night change the least during the year.
