bottom tier is the largest since it must support the most weight
2 tiers

bottom tier=3/5
smaller is 2/3 of larger=2/3 of 3/5
'of' can be translated as multply
2/3 times 3/5=6/15=2/5

so water needed for top=2/5 water

2/5 water needed for the smaller tier so Marcus is correct
