Even though after the civil war slaves were technically free men, the south implemented the Black Codes to keep them in a system very similar to slavery. The 13th amendment gave blacks the right as an American citizen. The south did not want blacks to get schooling or education, because that would give them self worth and encourage them to rebel. The Black Codes were not there to repeal the Emancipation proclamation.  The primary purpose of the southern implementation of Black Codes was to c) ensure that blacks would remain landless and subservient.
