Reconstruction created the Freedmen’s Bureau which:

After the Civil War and just before the official abolition of slavery in the United States, signed on December 18, 1865, the US Congress created the Office of Refugees, Freedmen and Abandoned Lands, more simply called the Freedmen's Bureau, March 3, 1865. One of the main missions of this organization was to take care of the 4 million former slaves who were without money, without work, and without education. Churches and schools were built throughout the United States as well as a university in Atlanta dedicated to the training of these black populations.
Hospitals were also opened to treat the many sick and wounded, that the war and the long years of slavery had engendered. There was also a lot of food and clothing distributed during the first year. The office of the freedmen would normally only work for three years, but he continued for seven years until 1972.
Finally, this program was only used to respond to the emergency by providing temporary assistance to former black slaves, but it has not profoundly helped to change the situation in the country. The life of African Americans has not improved, it has remained the same in some states with the creation of black codes to circumvent the abolition of slavery.
