It was the strength of the opposition forces, both liberal and conservative, rather than the ineptitude and stubbornness of President Wilson that led to the Senate defeat of the Treaty of Versailles. This statement is in general valid, in the sense that Wilson understood that it was mainly an inhospitable environment that had led to WWI in the first place, and he didn't want to create that environment again with a devastating treaty.
