Roosevelt wanted to change the number of Supreme Court justices from 9 to 15 because he wanted to appoint 6 new justices who supported New Deal programs.

Most of the New Deal programs were found unconstitutional by the Supreme Court. To circumvent that Roosevelt tried to pack the court with justices which would have been in favor of his policies.
