The efforts of fascist governments to control thoughts mostly revolve around propaganda - some fascist countries even had a Propaganda Ministry. Propaganda is the spreading of certain biased views. They used film, newspapers, posters and intervened into school curricula.
The control of actions could additionally be done by a complex surveillance, where one never knew if one wasn't being spied on or bugged, or whether family members would not report one's actions to the government.
