Romans created Twelve tables which was the ancient legislation and it became the foundation of Roman law. The laws were the result of class struggle. Namely between the Patricians and the Plebeians. Patricians consisted the wealthy and noble division of the society, whereas Plebeians were the common citizens but not slaves. Therefore, the creation of laws was among the interests of Plebeians. No one had the power to change laws for their own interest and once it was made public, it was known to everyone. The laws were mainly carved into stones. If a law was made public, everyone should have obeyed that.
