The ultimate goal of Congress by passing the War Powers Resolution was that the President of the United States could not send armed forces into conflict without the approval of Congress. It is a federal law to check the president's power and Congress has to be notified forty eight hours in advance. This has law has been broken in the past, but no legal action was taken.
