But these are not units that report to you; if their proposals move up, funding chances for your units go down. What should you do?

3) Raise your hand. Ask for a break, and in the break, ask the IC manager about the possibility.
4) Raise your hand and explain your idea, adding that the combined proposal will have to be redeveloped and should be deferred until next year.
